Disaster Management

Tearfund adopts a holistic approach to disasters, working through partners and with operational programmes to address the causes and the effects of conflict and natural disaster. Historically Tearfund’s Disaster Management Team (DMT) has provided relief and rehabilitation in areas where Tearfund does not have any partners engaged in disaster management or due to the scale of events their capacity is insufficient to cope with the level of need. DMT currently has personnel in Sudan, Liberia, the DRC, Afghanistan, and areas affected by the 2004 South Asia tsunami.

Tearfund is integrating its operational expertise with partner’s community level development work in areas of high disaster risk with the aim of reducing the impact of disasters through disaster mitigation and preparedness initiatives.

Tearfund DMT has recently written a case study on the 3 year process that has and is continuing to be undertaken to mainstream HIV in their relief programmes. The report highlights progress to date, lessons learnt, helpful field tested tools and recommendations for organisations doing or wanting to do similar activities.

The people described in this case study are affected by a combination of drought and flooding during different seasons. Tearfund partner organisation, EFICOR, has integrated disaster risk reduction activities into development planning in order to assist vulnerable groups.

Millions of people are affected by severe flooding annually in Bihar. This case study explains why this is the case and how a Tearfund partner organisation, Discipleship Centre, is reducing people's vulnerability to this major hazard. 

 

The policy and practice of selected institutional donors (PDF, 165K)
In early 2003 Tearfund interviewed nine key donor organisations to determine the level of priority they give to disaster risk reduction within their relief and development programming, and the reasons behind this level of prioritisation. This paper reveals the research findings and offers recommendations on how donor policy on risk reduction can be improved. The paper includes contributions from Tearfund partners.
