We believe that learning and accountability are essential characteristics within a Christian relief and development agency such as Tearfund. We recognise that we are accountable to God and to supporters, to ensure the best use of resources in bringing good news to the poor. Opportunities must therefore be provided for reflection on the achievements of a project, and for this reflection to inform future planning and implementation. Failure to provide these opportunities comes at a high cost – with potentially serious consequences for the standard and effectiveness of Tearfund’s work. Impact assessment provides the forum through which learning and accountability are integrated into Tearfund strategy.
Evaluations are used as a mechanism to support learning and accountability. An evaluation is the assessment, at a given point in time, of the effect of a project, in terms of the benefits it has reaped. An evaluation asks important questions concerning the achievement of project objectives and the effectiveness of project design. An evaluation is an integral aspect of the project management cycle. If carried out well, it can increase the transparency of a project, enabling all stakeholders to influence the future direction and emphasis of the project.
As part of our commitment to learning and accountability, we are developing an impact assessment system to enable us to determine effectiveness.
